New Data Bundle Packages Announced by Sam George, Effective July 1.

The Minister for Communication, Digital Technology and Innovation, Hon. Samuel Nartey George (MP), has announced significant changes to data bundle offerings by Ghana’s major telecommunications operators, set to take effect from July 1, 2025.

Speaking at a press briefing held at the Ministry’s Complex in Accra, Hon. George revealed the adjustments following extensive consultations with the Chief Executive Officers of MTN Ghana (Scancom Ghana Ltd.), AirtelTigo, and Telecel Ghana Ltd. These changes are aimed at improving consumer value while balancing the operational demands of telecom operators.

For MTN Ghana, which holds the status of a Significant Market Power (SMP), a 15% increase will be applied to all existing data bundle prices. In addition, the Minister announced the restoration of the GH₵399 bundle, which had previously been reduced. The current GH₵350 bundle offers 92.88 GB, but from July 1, the original GH₵399 bundle will return, offering 214 GB of data.

“I’m pleased to announce the restoration of the GH₵399 bundle, now reinstated to provide 214 gigabytes, a significant improvement for consumers,” Hon. George stated.

Both AirtelTigo and Telecel Ghana will implement a 10% increase across all existing bundle prices. However, consumers will receive enhanced data volumes as part of the revised packages:

AirtelTigo: The GH₵400 bundle, previously offering 195 GB, will now deliver 236 GB.

Telecel Ghana: The GH₵400 bundle will increase from 90 GB to 250 GB.

“These increases come at a cost to the networks, but I commend the CEOs for their willingness to prioritize Ghanaian consumers,” the Minister added.

Summary of New Data Bundles (Effective July 1, 2025)

AirtelTigo (AT Ghana):

Old: GH₵400 = 195 GB

New: GH₵400 = 236 GB

10% price increase on all bundles

Telecel Ghana:

Old: GH₵400 = 90 GB

New: GH₵400 = 250 GB

10% price increase on all bundles

MTN Ghana:

Old: GH₵350 = 92.88 GB (formerly GH₵399 bundle)

New: GH₵399 = 214 GB

15% price increase on all bundles

To ensure effective implementation, the National Communications Authority (NCA) has been directed to oversee strict compliance with the new directives. The Minister emphasized that sanctions will be applied to any operator that fails to comply.

“The NCA must monitor compliance beginning July 1. Any deviation will attract the necessary sanctions,” he warned.

Hon. George also addressed public concerns regarding data bundle integrity. He confirmed that the NCA’s billing integrity tests in Q3 2024 found no discrepancies among the three telcos. All data purchases during the period were fully credited, non-expiry bundles remained valid, and unused data was successfully rolled over.

Going forward, the NCA will conduct quarterly billing integrity tests beginning Q3 2025, with a special focus on data usage on popular apps and websites. Penalties will be imposed for inaccurate billing.

The Minister also outlined efforts to make data more affordable by engaging with the Ministry of Finance to rationalize sector taxes, which currently contribute to nearly 39% of data pricing. Additionally, discussions are underway with the Ministry of Energy and the Public Utilities Regulatory Commission (PURC) to introduce a telecom tariff similar to those in sectors like mining aimed at lowering operational costs.

“If we achieve tax rationalization, we can significantly reduce data prices. We’re also working to introduce a telecom tariff to ease the cost burden on operators,” he said.

Hon. Sam George reiterated his commitment to championing the interests of both consumers and telecom operators.

“My heart is with the people of Ghana. I will serve with transparency and commitment as we fix the challenges in this sector,” he concluded.

The updated data bundles are expected to deliver better value to consumers while supporting the sustainability of telecom services in Ghana. The NCA will play a central role in ensuring compliance, transparency, and fairness in the implementation of these reforms.
