State Must Drive Wealth Creation Through Policy and Infrastructure — Julius Debrah.

The Chief of Staff, Julius Debrah, has underscored the critical role of the state in fostering economic growth, emphasizing that government must not only create enabling conditions but also actively participate in wealth generation through strategic policies and programmes.

Speaking on the importance of state involvement in economic development, Mr. Debrah stated unequivocally that the government’s responsibility extends beyond regulation to direct facilitation of business growth. According to him, well-structured policies and targeted interventions are essential tools through which the state can stimulate enterprise, attract investment, and drive sustainable wealth creation.

Drawing on a traditional proverb to illustrate his point, the Chief of Staff remarked, “Our elders say if you want to rear chickens, you first need to build the chicken coop.” He explained that this analogy reflects the fundamental necessity of infrastructure in economic transformation. Without the appropriate physical and institutional frameworks, he noted, businesses cannot thrive.

Mr. Debrah stressed that infrastructure development ranging from roads and energy supply to digital systems and financial networks is a prerequisite for private sector expansion. He argued that governments must prioritize such investments to create a conducive environment where businesses can grow, innovate, and compete both locally and globally.

His remarks reinforce ongoing discussions about the balance between public sector leadership and private sector dynamism in Ghana’s economic strategy. By advocating a dual role for the state as both facilitator and participant, the Chief of Staff highlighted a model of development that leverages government capacity to unlock broader economic opportunities.

The statement comes at a time when policymakers and industry stakeholders continue to explore ways to accelerate growth, improve productivity, and ensure inclusive prosperity across the country.
